The Premier's particularly significant shift on the United Kingdom's after-Brexit relations to the EU on Saturday was crafted to send a message to industry, to European institutions, and to European partners, as well as his own backbenchers.

A Revised Approach for Engagement

Stronger following Brexit economic relations are projected to be examined as part of an annual process of bilateral talks instead of exclusively at this year's structured evaluation of the trade and cooperation agreement.

This served as the official answer to political questions regarding a more ambitious Brexit reset that suggested returning to the common tariff area.

Political Pressure

A number of MPs, labor representatives and cabinet ministers have lent support to proposals formalised by parliamentary moves last year that led to a symbolic resolution.

"We are better looking to the single market instead of the customs bloc for our further alignment," the Prime Minister remarked.

He gave a clear answer that re-entering the tariff union was not the current focus, as it goes against what he considers a major accomplishment of the last twelve months: the securing of high-quality agreements with the United States and the Indian subcontinent, with more to come in the Middle East.

Prioritising the Single Market

In place of the customs union, his primary aim is on forging a "closer relationship" with the single market, which would preclude abandoning those international pacts with other nations.

When the UK completed its departure from the EU in January 2021, the negotiated settlement emphasised freedom from EU regulations instead of frictionless trade for British exporters in EU nations.

The current recalibration envisages synchronising with EU standards in three key areas to help the easier passage of trade: agri-food goods, energy, and the emissions market.

Business Demands

A major business group last month issued a detailed set of further requests in various industries to help exporters deal with administrative barriers that has impacted the trade of goods.

Its own survey found that a large proportion of companies surveyed felt that the current arrangement was impeding commercial success.

A range of additional sectors could, feasibly, see a similar approach – alignment with internal market standards – in as a trade-off for reducing post-Brexit barriers across industry, in automotive, chemicals, or for example in arrangements for VAT.

European Perception

EU governments were unimpressed by the lack of ambition in last year's reset, particularly the UK dismissal of ideas advanced by some commentators regarding the simplified access of British exports to the internal market.

The precise arrangements on electricity and food and farm standards is remains to be finalised. A plan for UK manufacturers to be involved in a European security fund has hit a snag over the scale of the contribution, after some objections from Paris. a non-EU country has entered the initiative.

Geopolitical Environment

The UK has agreed a deal to return to a university exchange programme and to discuss a youth mobility program. This has paved the way for ongoing dialogue.

Analysts close to government note that the release last month of a key US strategy document has also changed the environment on UK ties to the EU.

The document stated that the US would "cultivate resistance" to the EU's present path and applauded the "rising power" of certain political parties.

Among officials, there is some recognition that the rapidly changing world has shifted once more.

Political Calculations

At home, the leadership also anticipates being challenged on EU relations not just one political rival, but potentially a further party, which is targeting its stronghold regions in upcoming council elections.

The Prime Minister's recent words are borne of a confluence of business needs, domestic pressures and international relations as the UK starts a year that will commemorate the ten-year mark of the historic Brexit referendum.
